UPDATE:

"Dengeki introduces three characters: Purple Sister Nepgear, Black Sister Uni and White Sister Rom & Ram. These characters are voiced respectively by Yui Horie, Eri Kitamura, Yui Ogura and Kaori Ishihara
Yes, Rom and Ram are two different people. They look like twins, although Rom has blue hair and pink eyes while Ram has pink hair and blue eyes. They appear to have different personalities during battle -- Rom is naive and will jump right in to attack while Ram is reserved and doesn't say much. (You might want to wait until we get a clearer description before trying to figure out if this is indicative of actual ROM and RAM.)
As with the original Neptune, the game is full of all sorts of video game and real world references. Some of these center on an element called "Mintsubu." This is a reference to the Japanese word for Twitter or Tweeting. Everyone in the game world is into this real time Tweet system. Users of Mintsubu have avatars, and the magazine apparently shows images that resemble, Mario, Luigi, El Shaddai, Toro and Segata Sanshiro.
On the gameplay front, the game will have a four member party battle system. You'll be able to pair up two characters together through the "Lilly System." Neptune Mk-II will feature enhanced graphics and a 4 person party one more member than was allowed in its predecessor."
Here's some individual scans of each of the new characters:

Purple Sister - Nepgear

Black Sister - Uni

White Sister(s) - Rom and Ram

The Cast from Chou Jigen Game Neptune is shown to make their return as well:

More info is expected by the end of the week, with the NPG teaser site's countdown coming to an end, and Neptune Mk-II's site going like at approximately 1:00 AM (CST) this Thursday.
